Near Cobham/Painshill Park junction - no sign of any local airfield on my map.

Quite simply to stop the local elephants mistaking them for trees.

There's a lot of maintenance of pylons happening in the area. (Notice the netting strung across the A3 near the M25 junction). I've also noticed the pylons you mentioned - I suspect it is some kind of primer or undercoat or before they are painted grey again.

Is there a runway near by, the pylons near Edinburgh Airport are yellow

It's quite likely that they're in the process of being painted, as many companies use a yellow undercoat. You'll have to wait and see if they eventually get a grey topcoat!
