My question is, I am not able to get into my internet options
when I pull down the tools menu and click on internet options
it trys to appear and then disappears, same thing from the start
button. I disabled the yahoo pop up blocker but it still doesn't work
help

If the suggestions above don't work, look in your \Windows\System32 folder for a file called, 'inetcpl.cpl'
This is the program that is run when you select 'internet options' from the browser and Control Panel. Perhaps the file is missing or damaged.

Try going to Control Panel and opening Internet Options from there. If that still doesn't work, try scanning for and removing any Spyware and Viruses you might have:

try and do it from the Control Panel--> Internet Options.
