Do you think short people can pull off this look? I am only 5'2" and I like that look for fall/winter but I think my legs look short and stumpy....Any suggestions?

So what length boot you think? Calf height?

You mean the jeans tucked into boots? As a woman who is 5'4", I can tell you this makes you look shorter and dumpier if you don't have very long legs.
Get boot cut jeans and let the jean fall over the boot. It gives you a longer leaner leg line, and make you look taller since the jean can be a bit longer to cover the boot.
Calf or knee length boots work best for this since the shaft of the boot is hidden. Ankle boots can still show the top, and cut your leg in two bringing you back to that short squat leg look.

of course we can. I'm 5'0 and I dress like that. I love boots. Of course just make sure your jeans aren't too baggy or loose cause that will make you look short. Wear fitting jeans boot cut or flare to make your legs look longer making the appearance that you are taller.

i have done that a couple times and im 5' 3" and have short legs you'll look fine
