Few of reasons I think:
1. Story is more stronger of RDB
2. Subject is easily to understand of RDB
3. Bhai is thing for entertainment but outside India it is difficult to understand like Lagaan
4. Comedy is the weak point
5. RDB is more aggressive and impressive
6. Film is easy to understand
7. Cinematography is realistic
8. Mahatma is not shown stronger
9. Impression of Aamir khan may works
10. RDB seems to be original for foreigners

I think Rang De Basanti is a better choice..It had the matter which is required for an Oscar entry..

because a comedy would never do well at the oscars. We don't even really accept comedies from our own country let alone comedies from another. They aren't considered worthy of praise, even though they are!

i think it shud to go to the oscars but maybe the people over there wont accept or undrstand wht "GANDHIGIRI" acctually is ....
