They are fog lines. In foggy conditions you are able to at least see the edge of the road. The paint used is shiney. If you can't see them then it is too foggy to be driving.

Adding to all that is said already, the white lines help you to be with in the road space, especially at night and if you are driving at high speeds for you to see where you are going. Apart from legal compliance it is meant for your safety.

At night, and especially in rain, it's difficult to see where the edge of the roadway is, so without that white line to guide you, you could sideswipe a car parked or stalled on the shoulder.

They are the boundaries of the road, to let you know where the pavement ends. They are a more recent invention which I find helps, especially when driving at night.

As a truck driver, we called it the fog line. When it is foggy, you can see that thru the thickest fog. That will tell you where you are. As long as it is on your right side...you are NOT over the centerline!
