The English are a puzzle. Who drives the english on the UN Security Council? Obviously Russia and China are not going to vote for Iran sanctions, US will vote for it. If England follows the route it has taken in recent memory, it will vote with the US. That leaves France with the wielding power to make big decisions. England, France, and Germany should unite to form the centerpoint of European power.
