Yes you have to do Clifton Hill! There are a ton of fun things to do there- haunted houses, Ripley's Believe it or Not Museum, Guinness Book of Records museum... It's really the heart beat of the city.
Crossing to the American side is not suggested. There really is not much to see over there, the Canadian side is far better.
Something you should do is go on Maid of the Mist. It's a ferry boat that takes you right up to the Falls! It's totally amazing! It will really put life in perspective for you.
A recommendation I will make is to pick up a coupon book in any hotel lobby in Niagara Falls it will give you all kinds of deals for in and around the Falls. Even if you don't stay at a hotel, just hop in and grab one from the lobby, they are free.
My favorite place to eat is on the top floor of the Hilton across from the Fallsview Casino. It's called The Watermark. They have spectacular views of the Falls/and or the Fireworks while you eat!
If you gamble, bring lots of money for the FallsView Casino, and good luck!

The weather will be above average this week, and not rainy.
You have to check out Clifton Hill, just don't plan your trip around it and bring lots of money.
You MUST MUST MUST check out "Nightmares"; it's a haunted house and it's incredibly fun and spooky. It's absolutely worth the money.
Don't bother crossing to the american side as it's basically the same.
Maid of the Mist is cool, but you will get soaked.
The best part of Niagara Falls is Niagara on the Lake. Beautiful town, cultural, and sweet.

If you like Blackpool you'll like Niagara Falls! Yes its true!! Falls are great, go to the Spanish Cable Car and take a trip across the whirlpool, If the Jet boat is still running this late, it's a must! Imax cinema is ok. Crossing to the US side is quite difficult, I think you will need a visa and when you get over there's nothing much to see anyway.
