My lad wants to improve his card deck. Booster packs are an obvious choice, but on ebay you can buy loads of random cards for seemingly very little cost. But don't booster packs have stronger cards? What would you recommend?

I'd have to say your best bet is to buy specifically the cards that he wants. Yes, those random decks seem like a great deal but they are pulling you in with quantity not quality. And most of those cards make wonderful coasters if you laminate two of them together or if you take clothespin and put one on the spokes of your bicycle.. you can make cool sounds. But just how many of those can you use up this way?
The killer cards your lad needs are not going to be in there. They sell too well on their own as singles.
Scrye magazine is a good source for pricing cards, at least in the states. My guess is you aren't in the US. [ www.scryemag.com ]
But if you can get a copy of Scrye, there are many online web site that sell Yu-Gi-Oh cards individually. *Pulls ancient issue of Scrye from laptop case* For example, anycraze.com or one of my MTG favorites shops, Troll and Toad [ www.trollandtoad.com and www.tgecards.com.
And the others are right, ebay and amazone auction houses are also good but they take longer if they are really auctions.
If you are nervous about online buying, get yourself an online account a paypal.com - a very secure and reputable online 'bank' now owned by ebay. But they are the only ones that have your data and all payments/charges go through paypal.
You can also get a new credit card with a very low limit that you use online to minimize damage if it gets away from you.

Wal-Mart, Target, Kmart, Toys-R-Us, eBay, Amazon, Buy.com, ideal808.com, Books-A-Million (where they also hold Yu-Gi-Oh! Tourneys every Saturday), and your local comic book store are the best places to buy Yu-Gi-Oh! cards online and off. The strongest cards currently are the Cyber Dragons, first found in the Cybernetic Revolution booster. You can also get the Structure decks for $10 at Wal-Mart and add more cards to the Structure Decks from there, which I did. I would recommend to check out pojo.com or if you live in the Florida, Georgia, or Alabama area, I get my source from www.unityentertainment.net and from there they have their forums of the decks used in regional tournaments and take advice from those.

well most booster packs only have one strong card so i would buy him a 10.00 structure deck or 4 packs in one but watch out some packs are spanish so check them all

eBay, Amazon, your local comic shop, are all good choices. I lucked out and managed to pick up about 200 cards for free for my son on my local Freecycle - you never know what you can find for free!
