The 2 girls can continue to share a room up until any age but if you have mixed sex siblings sharing a room then the law says it shouldn't continue once the oldest sibling reaches the age of 10. This rule should apply in all housing association/council housing but it is not enforceable when renting privately. I hope this helps!

3 kids in one room is certainy considered overcrowding but there is no law to say the council must put you in a bigger house. They Should have an allocations policy. Why not ask them for a copy of it. What reason did they give when they said they can't move you? Was it because you don't have enough points or do they not have bigger houses?

I know that on scotland ther is a law that says siblings of different gender cannot share a room if they are over a certain age. I think it is 10. (might have to chekc that tho). It is considered over crowding and the councilare obliged to get you a larger house to solve the problem.
I would ask the council again.

Please define council house. But if it is Govt housing in the USA, the law states you can have a three bedroom house because you have children of the opposite sex. Boys and girls should be seperated. Then one bedroom fo the parents.

My dad had 13 siblings - 9 at home with him was the highest number before he joined the Navy. All ten kids slept in one bed which was just a spring with their coats spread on it. Not that this was good, but I know your kids can share a room happily for a while more, and with creative partioning, longer.

I don't really know, but I had 2 roommates in a single room when I was 19 years old in College - so I would tend to think there is no law prohibiting this.
