as far as i know the person who signs the photos and form must have a pass port. dont take it to your docs though because they charge! managers, directors, school teachers are the best people to do it. i had my mums manager sign for my sons

Lost passports should be reported to immigration.
That is the only number that mater's to you.
If the signature is not that of a passport holder then you and they could well be in trouble with immigration.
So you must report the lost so the passport can be cancelled
so it can not be use by a crook.
say nothing about the signature.

You don't have to have a passport - I have signed some for work colleagues, in my status as a professional engineer. Unless the rules have changed since I last did one, of course...
