After a good scrub use some pure shea butter on your hands every night and use a good hand cream during the day. If you cannot find any pure shea butter (available in organic shops or African/ethnic markets) find a lotion that contains shea butter or/and coco butter. There are plenty available in drugstores or pharmacies. It works wonders!

Make it a routine, in the evening, use gentle scrub for 2-3 mins on each hand, circular movements...all over nicely. You can use homemade or commercial. Then use some lime/lemon piece to rub your nails nicely...all around. Wash with lukewarm water...tap dry and apply a not too greasy cream, circular movements again. try it regularly for a week and SUE me if it doesnt help...

try taking the dead skin off first with the stone you use for your feet but don't rub as hard as you would on your feet and then use neutrogena on your hands 3 times a day until they start getting soft and then just cut down and eventually you will only be using it once a day
its brilliant it really works!
