say you wanted to build a hideaway in the woods far away from civilization, but there were tracks near by, can you run wires somehow to the third rail for power for a heater and lights?

Hypothetically, if you had the right electronic equipment. (Transformers and whatnot, it could be done.)

Realistically, don't mess with trying it, you'd likely get yourself hurt.

Well, you'd be dead first ... several times a year pathologists have to deal with gentlemen with fried willies because they've taken a leak through the train window and managed to contact the third rail.

Assuming that you could somehow survive that, most railways have safety systems built in that would detect that someone had been in contact and that could very well lead to an automatic cutout of the current ... it would certainly allow them to track the point at which the drop occured. So you'd find the boys in blue paying you a visit and putting you on a charge (no pun intended).

you weren't really thinking of doing that, were you?

good theory. No if a bulb isn't powered it would not draw electric powered. yet another fantastic selection is LED lights. You would need a transformer. With technology, the power you draw would be detected by the power company. Suspicions would arise and you would be discovered.

Illegal power connections and illegal phone usage is detected.

No. The high voltage and amps needed to run a train motor would blow you and your light bulb into the next town.
