during the course of the episode, the scenes switch a lot, for example for 5 mins the camera will be on Jack in the field, and maybe for the next 10 minutes it will be focussed on what's going on it the CTU HQ.
So my guess would be that while we are following other developments, things like toilet breaks by characters not in that particular scene etc would get done then?

If you notice they don't tend to eat or drink either, therefore the need to use the loo is kerbed thus allowing them to maintain a high octane action type approach to everything.
Additionally 24 usually takes place on the USA's annual abstinence day, abstinence Thursday. By a happy coincidence all citizens of the USA are encouraged to avoid any toilet based actions on this day. This does, however, adversely affect the US scat industry

No time obviously! Come to think of it, why do you never see people on tv, walk in to a room, forget why they went in there in the first place, walk back out then walk straight back in again cos they've suddenly remembered what it was they went in there for eh! Answer me that!

Because the characters go when they are not on screen and they are showing other characters instead. Its that or they have all had their digestive and waste organs removed.
