Because the moon is not on a 24 hour cycle. It operates in a regular schedule. During the full moon, it rises around sunset, and sets around sunrise. At a new moon, it often is near the same schedule as the sun.

Try this question in astronomy, and you can get a cycle of the moon.

My start page lists the time of moonrise and moonset because I included that module.

It operates on a predictable schedule.

Except when the moon is in its dark phase, you can see it about half of the month during part of the daytime. Solar Eclipses occur when the moon gets between the earth and the sun.

We see the moon during the day sometimes due to the fact that the sun is reflecting its light off of the moon.

The moon is always there, daytime or nighttime. It's just that at daytime the sun's light is too bright for the moon to be seen.
