Hmm. Intersting question. I am not sure if it works But I don't see any reason it won't work.
Why do scratches happen?
Scratches happen because the hardness of the paint is lesser than the hardness of the surface it comes in contact with.
How to attack the problem at hand?
There are two things that the above understanding leads us to;
1) Find a material which is transparent yet fill the voids created on the surface of cell phone and stick there. Sounds big? Try one of the scratch removers available in the market. Car Paint scratch removers, glass scratch removers. I guess it should work.
2)Get a scratch resistant spary to protect from further scratches. These sprays will increase the hardness of the surface. Look at cars section again for scratch resitant paints.
Caution: Remove the outer cover of the cellphone and apply spary seperately. Do not spray with screen and main board. You might loose your phone.

On the body of the phone, I don't know...
But on the screen, let me tell you what worked for me:
You know those kits for fixing scratched CD's? You know, the ones that come with one chemical that fills in the scratches and another chemical that re-coats the surface? Worked for me!
(Well actually, it didn't make the scratch *completely* vanish — it was a pretty bad scratch, but at least I could read the screen again after using that CD scratch repair kit.

if only the outer case is scratched then buy a funky new bling case,
replace the old and BAM new look phone!!
or leave it as you'll probably do more damage later then when its real bad get a newer phone!

Buy a replacement cover from ebay. Cheap and not too too hard to install.

You cant. The best you can do is buy a new "face" (cover, not a pouch) for your phone.
