Probably because your girlfriend isn't relaxed enough when you try to do it. Both of you just need to try to relax and it should be all right.

When you have sex with a girl for the first time, you break her hymen- this can cause a slight burning and/or stinging pain for her and also produce a tiny amount of blood.
Sex isn't meant to hurt and if it does, it means you're doing something wrong. Try taking things very gently, and if it begins to hurt, stop what you're doing immediately and change positions or wait for a different occasion.
Sometimes it can take a few times to sort of get the hang of things- a lot of guys tend to use their hands to break their partner's hymen- either this, or she may choose to do it herself.
If you were trying to have sex with her without breaking it beforehand, it's possible that you were putting too much pressure on your penis by pressing it so firmly against her, which would have caused discomfort for you both.
Try asking her to attempt inserting a tampon or get you or her to... erm... free things up downstairs with your hands, hopefully that will take the pressure off of things...

if your both virgins, it hurts, the penis isnt used to that kind of pressure and the girl isnt used to penatration, for you it may hurt once or twice, for her it may take a while for her to be able to get used to it

If it's you that is hurting, it may be that you have a tight foreskin, in which case your doctor can give you advise
