Maybe but you are invading someone's privacy, even if they are a celebrity. How would you feel if someone did that to you ? Stalking isn't cool.
If you want to contact the celebrity for business purposes, contact his manager. If you're just a fan wanting to meet a celebrity, find out where you can meet them & say hi.
