Thanks for the advice but I am really talking about some kind of effects generator tnat I can download, like the effects in Window Media Player.

Maybe you mean the title effects as used in the 60s version.

I saw on a documentary that it was the recording of a camera looking at the monitor of what it was recording, and the whole thing was started by shining light into the monitor.

Try making a cardboard TARDIS, hang it by a thread, then spin it. Put on a curly wig and scarf, sit in front of a swirly screen saver on your computer monitor and zoom up to your scary face!

Lots of supermarkets sell chocolate filled cardboard tardi (tardises??) and you could use holographic paper for the swirl effect.
