There is no one leader to lead the whole world, fortunately. That was Hitler's idea, and a bad one. We are very diverse, we humans, and we need different sorts of countries, different sorts of states and cities. If we had one Big Brother leader, where would all the people who disagreed with him go?
What I'd like to see is a universal mobility; people free to move to the place that suits them best. Problem is, that would tend to make the nicest places too crowded to be nice anymore, and so the logic of it is something that needs work. But generally, I think the market forces of supply and demand should work with location as well as with everything else. Those "best" places then become the most expensive, as well, and people make their choices including that variable.
I know, for example, that where I live is (a) among the most expensive places in the world, and (b) among the most beautiful and pleasant. Not to brag, but Santa Cruz County and specifically the San Lorenzo Valley in the Santa Cruz Mountains is both expensive and worth every penny!
If there was a world government, this would probably be an off-limits compound of the rich and powerful, as opposed to a free and easy place where lots of different people live. Sure, the big houses are expensive, but the little ones are still worth having, because it's so nice to live here. Big Brother probably wouldn't let me get within 20 miles of the place!
