a mobile supplier (e.g. O2 etc.) will often have this ability
also msn, yahoo etc.

There are certain sites that provide you free SMS facilities online after registering with them. It depends on which country you are in also because some of these sites cater to a limited number of countries.
Try www.sms.ac
Alternatively, for a fee I think you can even use MSN messenger to send SMS to your contacts.
