There are many factors which affect the retention the retention time of compounds in a GC. In this case it is probably the boiling point of the two compounds. The affinity of each compound for the stationary phase of the column also has a big effect. It may be possible that there is a column out there somewhere that allows DCM to elute faster than ethanol.

Because the ethanol takes less time to travel through the packing than Dicloromethane...

Perhaps its shape slips through better, perhaps its a smaller molicule, perhaps it is less attracted to the packing of the chomatography tube.

Ethanol is more volitile.
