Exercise in of itself won't matter here. It's all pretty much in the genes. If you had even one taller grandparent in there, I'd say there was a chance he would increase in height. However, by what you've told me about your parents, it sounds like he may very well be shorter in stature himself.
Your next step is to find out the height of your grandparents.

Not at all. It's all in the hereditary genes, so your brother should just accept it and to be happy with what he is, and not with what he would like to be. Also he should also realize that once you reach a certain age, then you just won't grow any more.
