you need the old sea map to be able to get to the area that mew is in.
you can't do it in your game, but if you go here http://www.psypokes.com/lab/events.php you might find something that will help you
as a side note, did you miss the mew event at toys R us on saturday? they were handing out free mews

you can get it in live carnival as it is free you will need to bring your game boy and a real emerald cartridge so i wish you good luck to get the mew ^_^
