I believe that model has the built in compression release? If so make sure cabels are adjusted. Push kick starter down slowly about 1/3 of the way, you will hear a 'click' come from the head. You are now at the ideal spot to kick from. Let the kicker back up and give a good kick. When kicking always use the 'click' piston positioning method.

Having problems starting or kick starting? I will assume that the kick starter works, that is, it turns over the crankshaft when you use the kick starter. So the problem must be with fuel delivery, or spark, or timing, or a combination of two or more.

Do a few test test eliminate some possibilities. Do you have power in the battery? Do you have spark across the plug when you kick start? Do you have fuel, and is it getting delivered to the combustion chamber?
If you have answered yes to everything so far, then the problem begins to point to timing.
Check to see that the plug is sparking near top dead center of the piston right after intake. If it still does not start, go back to the first test and do them again.
