Here are few things that could overlay your desktop background.

Go to Display Properties->go to Desktop Tab-> click on Customize Desktop button -> go to Web tab.

Check and see if you have anything select to display Web page on your desktop. If you select a webpage that's invalid address, you may get a blank(White) web page as your desktop.

If you don't have any webpage select there, do you have any application (like screensaver/wallpaper program) installed that will override your default desktop background? There are quite a few screensaver/wallpaper tool that can overlay your desktop background.

"went to control panal, tried to change it and there's nothing there, Well it's there I just can't choose any of them, It's like their not there."

What are you talking about exactly? Are you referring to your usual selection of background images? If so, why don't you just click "browse" and find another image for your background. Any image will do.

Also, I don't think the problem is that you "haven't found anyone smart enough," it's just that your question isn't very clear.

Control Panel / Display / Desktop - Browse for the background you want then click OK.

Another way - View the background picture you want (make sure it is the appropriate resolution for your monitor). Then right click the picture & choose 'set as background'
