Do the terms "wag the dog" and "the tail wagging the dog" essentially mean the same thing? Are they different?

the joke: "Why does a dog wag its tail? Because a dog is smarter than its tail. If the tail was smarter, the tail would wag the dog."

Much the same.

Meaning the smaller unit (the tail) controlling the larger unit (the dog); where normally the reverse would apply.
