No! I'm 62 and my orgasms are much stronger now than they were as a teenager. My wife and I have sex around 3-4 times a week and I masturbate probably once per week. I would say at the age of 24 the orgasm in a man should still be very strong, but probably more controlled than at age 16. If you mean the intensity of your orgasm is now very weak, then something must be wrong, either physically or probably more likely, psychologically. Go to your family doctor first and fully explain to him or her what is going on. If it is determined to be psychological, go to a counselor well-versed in men's health issues.
I would say a man in his mid-twenties normally has not even reached the peak of his sexuality, whether that be by intensity of ejaculation, number of times he can ejaculate or attain orgasm, etc.
