Yes! I assume you mean not relating yourself to something else with mass. Relativity tells us that all objects are moving through spacetime at the speed of light. When you are in motion, some of that velocity is through the spatial dimensions, which lowers the velocity through the temporal dimension. This means that if you have a very accurate clock, it would tick slightly (and I mean very very slightly) slower when you were moving. Thus, you would not have to relate yourself to anything, but could still prove you were moving. (You would however, need another clock to be stationary to prove you were moving.)

no . we can't tell that a body is in motion without relating it with anything because a body is said to be in motion when its position changes continuosly with respect to a stationery object taken as refrence point.
