OK - I'm 20. If my parents rent a car, can they put me as a driver even though I'm not 21? And they're in another state, so can they rent a car over the phone?

As I understand it, it depends on the state. As far as I know, you have to be either 18, 21, or 25. I DO know that no one can rent a car over the phone; they need to see you in person, verify the legality of your driver's license, and make an imprint of your credit card. I also know that, at least in the late 1970's, you could use someone else's credit card; as long as you have someone who will be responsible for the full price of the car if it is totaled, stolen, or lost. (Good luck finding someone like that except oneself or ones parents.)
