L'Oreal True Match Super Blendable is the absolute best drugstore foundation available. Very similar to Lancome's products since L'Oreal owns Lancome. It works for just about any skin type and has sunscreen.
If she doesn't need much coverage, I would recommend Neutrogena Healthy Skin Enhancer, it's a very well-formulated tinted moisturizer with sunscreen, retinol & moisturizers.
Cover Girl Clean makeup is targeted to teenagers but it SUCKS. I wouldn't recommend anything heavy like a solid cream foundation (especially the Max Factor pancake stuff...yuck!) and I myself am not a fan of mineral makeup either.

I think L'oreal True Match foundation is very good. It's light and covers well, and the true match powder is also really nice. Opt for a neutral or warm tone, almost no one looks best with the cooler tones, but that's how they label them. Maybelline Wonder Finish liquid-to-powder foundation is also nice. Maybelline Dream Matte Mousse foundation covers very well but looks heavier and you have to be careful to blend it in completely. Revlon also makes a skin brightener called Skinlights that's a cross between a very light foundation and a tinted moisturizer, and it does even things out, but won't cover flaws very well.

I normally like to wear Clinique, but when times get hard I really like Cover girl. The one I am talking about is in a blue long oval shaped compact and it is a pressed liquid, not a powder! The only downfall to these products is that it is harder to match these colors to your skin tone! I then take the pressed liquid, apply it, and then I apply a pressed powder. It looks clean and it lasts long...hope this helps!

I like Cover Girl. That have a wide varity and more inexpensive than the others.
I would go too cheap and use the dollar store stuff or the NYC they have at Wal-Mart.
NYC is good for eyeliner though..

I buy the sample set of the bare minerals generics (they come up if you search bare minerals on eBay, but are called something else). 1 set is about $10 and lasts about 2 months! Works wonders. I <3 it!

covergirl whipped foundation, it feels sooo good on the skin, like you have nothing on at all, very natural and covers well.

Try Mabelline, more suitable for teenage skin. I have tried Loreal before, it blog my pores and cause breakout.
