I have lived in Germany for 10 years and I will tell you the truth.. Yes, there is less racism towards blacks in Europe. I will share a true story with you, which you may not believe anyway but, here it goes...
Back before the Government passed a strict housing descrimination law. Germans where I lived, rented apartments to blacks before they would white americans because most Germans thought that a large majority of white americans are slobs and on average, are less organized than blacks. ( I am not trying to be funny or insulting, it's the truth)

I'm black, well half black and have never ever experienced racism in my country Australia...but sometimes Indigenous Australians get a bad name like they do in the USA, but this through ignorance and lack of patience for some of their social problems than skin colour......But i think sometimes ALL Australians can get peeved off by Asian tourists...but i don't know if this is racism. There is anti-Islamic sentiment but this is mainly through ignorance and fear. It all comes down to how you act and if you break stereotypes over here...also black people here have a novelty of being kinda cool as we are unusual and the influence African Americans struggles have on popular culture (like "ghosts of Mississippi" etc) and through musical and sport influence. But Aussies are pretty easy going, although nowhere is perfect and no race is perfect as i know plenty of racist black people too.

It depends on the country. In West European countries there is generally little racism towards blacks, but in many East European countries there is still a lot of racism towards them.

I think there is still racism there, but not as bad as in the US. My sister went to Germany, and the germans, who have never really seen a black person, were mesmerized by her skin. They kept touching her and saying "oooo, Chocolate(pronouced "shockolada") I thought that story was funny when she told it.
