what is the thing he wears on his forhead and what does the word on it mean?

because jiraiya is the legendary sannin! haha well he comes and goes as he pleases to Konoha so he doesn't really have a reason to wear one.

its jiraiya's own forehead protector. and the kanji character 油 (abura) means oil.

I have no idea what it is, but the kanji means "oil". The folks at wikipedia guesse that it has to do with the usage of Toad oil as a medicine and a key component in Gamabunta's Flaming Oil attack.

well he doesnt exactly live in konoha so he douzn have a reason to wear one and plus tsunade doesnt wear one and hes lyke on the same level

I am not sure, but i think the word is oil. And i guess it has something to do with summoning frogs.
