Looking for a software that will allow me to setup my own directory. Any ideas?

I'd like to setup my own directory. Members would suggest their website to be included in my directory. Once I receive their suggestion, I'd visit their site and type up my own description in the format of an article. Members would be able to add a button to their site called, "Vote for my site at robsportsfanatic." Those who do not want to add such a button can pay to have their site featured or as a sponsor. Of course I'd like for this software to be search engine friendly, including allowing me to create my own title tag and description for each page.

I've already checked cgi-resources.com and hotscripts.com.
Oh yeah, I also checked phpfreaks.com and a few others. Any ideas?

Is a great index of preprogrammed opensource content management systems. ( most are based on PHP).... They have a bunch of demo site that you can try... All of the applications sit on top of web servers, and are fully customizable...
