Actually, plants has certain level of intelligence. For examples, some plants build up defense mechanism when insects started to bite on it. It counteracts with chemical compounds to deter further attackes. When the chemical tactics started to fail, it will evovles with another way to secrete glue like chemicals that will stick to the mount of plant eating insects.
Plus there are some very smart design of the seed pods, that will only triggered by rain condition. When the rain fall reaches a pre-set level, the seed pod will open and shot the seeds out.
Another example is that there are plants that secretes sugar-rich pallet and attracts ants. It even has cavities inside the stem to house those ants. The ants in return attack any insects that try to eat the plants. That is pretty smart. Though the action reactions are in slow, slow, slow motion.

The concept is sufficiently explained by Clifford D. Simak in his sci-fi novel "All Flesh is Grass".
And mind: There are existing theories as to the adaptability of plants in varying environments that are faster compared to the fauna. Search the Net using the terms "plant adaptation" and "animal adaptation".

Simple answer is that they don't need to move or think. Plants are very successful on this planet and have their niche. In fact, many other types of organisms don't move or think much (at least not by human standards). Reefs, barnacles, and other animal life find it quite acceptable to stay in one place and do not have any real thought process.

they must have intelligent since they can change their way of movement if they think it is not a suitable direction to go, or sense for time that no mater what they know it is fall or Summer or else , they know how to reproduce themselves and some sort of movement even they have. not the one that animals and human being are capable of.

Because they're lazy and don't need to think just like people have been trying to do for ages. All they have to do is sit around, drink, and spread their seed so why would they want to change when they've already achieved the perfect life? ;)
