They might be trying to show what is called a stream of consciousness. This is prose that mimics the stop-starting random thoughts of a person.

Stream of consciousness might be employed in a biography to show the growth of the subject throughout his life. I would say someone else writing someones stream of consciousness is pretty presumptious, unless it was an autobiography.

e e cummings one of the first writers not to use punctuation. He was rebelling against the authority of meter and rhyme that had been used for centuries. Free verse was born in his annoying volumes.

When punctuation is removed it leaves the interpretation of the document up to the reader. We make meaning from what we read by applying the general rules of grammar however different people can interpret things differently based on their understanding of spelling, punctuation and grammatical rules and as rules change confusion is created this is evident in English and American English and English used by people from the UK, when punctuation is inserted it is meant to show the reader how to make meaning of the text as required by the author.

They are showing that they want to continue a thought or just plain want to mess the sentence up for no intentional reason.

It has been done for several reasons, the most common being trying to show rebellion and deviation, or because they are trying to represent one continous thought.
