Because there are already too many speed bumps around here!!!! I can't have any fun in my red 'vette because of all the darn speed bumps!!!!
Seriously, it provides an extra layer of protection, it provides a way to replace the cables without digging them up (you just pull a new one through). It keeps mosture and other things that might degrade the cable from getting to it. And it's probably required by municipal codes for these and whatever other reasons.
I don't know, maybe you should contact a local company that either installs or owns said cables for better answers perhaps?

telephone lines, power and cable TV are safer underground then above. above ground, the lines are expoxed to the enviroment. Weather reeks havok on exposed lines lighting stikes cause big scale power outages. wind blows down poles all the time and people drive into poles all the time. Besides all that, the linesnot exposed to weather or cars or animals underground are also insulated from"RF"( radio frequencies)or noise while they are buried. also why use our trees to hold up all these wires imagine
how many trees grewup to be telephone poles. its enviromentally frendlier to bury the line and last who wants to look at em its nices above ground when our lines lay below. note: soon fiber optic will jipn the underground ranks ! oboy

so you trip over them and hurt yourself... They put off a huge amount of radiation and have to be hidden under the earth's crust. If they were not placed underground in ducts then people would start to grow third eyes and their hair would fall out...
The second reason is because if the wire was not hidden then the traffic lights would run amock. and such havic would cause a reasonable amount of turds in the street.

so that nobody can steal the cables & sell the copper . im not kidding, it does happen here in my country!! not only that they steal electric cable too!
