So that we are protected against eccentric administrations who's goals are not to represent the people, but rather for their own sake. Kind of means over half the world, though. I mean, imagine George Bush without restrictions from the constitution. Or worse, Opera. *shudder*

I agree with abby. Bush is already wiretapping every american which is against the 4th amendment. The only way he can get away with this is because the Republican Controlled congress won't perform their oversight function. That is why we have to vote them out in the up coming election.
