I don't think numbing the outer layer of skin will help you, the pain you experience from waxing is more to do with the fact you are pulling the hair from it's root, which is beneath the skin surface. It really isn't that bad, I would suggest going to a professional, it will be less painful as they know what they are doing. If you are reluctant, my suggestion is to make sure you hold the skin firmly in the opposite direction to which you are pulling the wax strip off and always pull the strip off against the hair growth. I forget the proper name for it but my wife used it before she gets a tatoo. She said it numbs the area well, the only draw back is that it has to come from your doctor , persciption only
