How come sometimes, you can apply a tag, whereas other times you can just step on the base, whats the Precise ruling about this??? Thanks for the answers!

You can always tag a runner to make them out no matter the situation, but usually it is much easier to just have a foot on the base in situations where the runner is being forced to a base. If a runner is not being forced to a base then the opposing team is required to tag the runner, touching the base does nothing. A batter is forced to first base when they put a ball in play but if they decide to stretch it into a double then they are not forced into second and a tag is required. A base runner who is being forced to third base during a hit, from second base because there is a runner on first must reach third before the third baseman receives the ball but the same runner who decides to take third base when there is no runner on first, thus not being forced must be tagged by the third baseman, touching the bag does nothing.

It is important to remember that the tag must be with the hand (glove or bare) that actually holds the ball. There was a play at the plate in the 1970 World Series that Elrod Hendricks tagged out a runner with his empty glove while he held the ball in his throwing hand. If the umpire was not out of position and saw the play as it happened, the entire World Series could have changed.

I think I saw a video a few years ago of a tag play on the first base line that showed the tag being made by gthe empty glove and the runner continued past the "tag" and made it to first safely.

It is always better to touch the base with any part of your body while you hold the ball in either hand.

for example if there is some one on 2nd and the batter hits the ball to lets say 2nd baseman and the runner on 2nd base starts running to third. then the second baseman can through the ball to the thirdbase man an dhe would have to tag him

Basicly a force out (stepping on the bag) is when a runner is forced to run or when there is a person on the base before him.
And a runner has to be taged out if he is running without being forced to go ( see above)

It's not that complicated; If the base that the runner left is occupied it's a force out if not it's a tag out
