No.. tyranny begins in the heart ofthe tyrant and the aquiescence of his subjects.

Secrecy is an obvious symptom of a tyranny- but one that is not noticed until well after the tyrant has completed his control.

How did we win The Revolution if not for secrecy, or End the Civil War if not for secrecy, or The Spanish American War, or WWI, or WWII, secrecy is necessary to WIN A WAR. No, its the nature of warfare.

FDR put a gag order on the press during WWII. I dont need to know everything my government does but at the same time, I dont want to be blind-sided. I dont trust the geovernment but I also know that they know more than whats being told.

I'm afraid so. Since the 9/11 attacks, Bush has imposed various policies that are eroding our Constitutional rights. And it's already happening even as I finish answering this question!!!!

Virtually any tyrannical organization is secretive. Information is power, and tyrannical organizations don't want that power moving away from them and into the hands of those who can keep them in line.
