You have got a spyware on your PC. Download Spyware Terminator from www.spywareterminator.com, run a full system scan. It will detect and delete the spyware. It also has a real-time protection shield which will prevent downloading spyware on your PC. It again has an embedded antivirus(ClamWin) which you may use if you DO NOT have any antivirus. Don't activate it if you have one.
And yes, its absolutely free!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Good Luck!!
Don't forget to update it.

Download Windows Defender
http://www.microsoft.com/athome/security/spyware/software/default.mspx
That should help, its made by Microsoft.
If you know about computers, than you need to kill that proccess.
If Alt+Ctrl+Del > Task Manager won't let you kill the proccess,
try using Sysinternal's Proccess Explorer. It's Free at
http://www.sysinternals.com/Utilities/ProcessExplorer.html

download Adaware personal SE from http://www.lavasoft.com and see if it'll fix it.
I ran into the same thing when some one at work downloaded an emulator that had the same effect as your describing. we ended up restoring the harddrive with the factory CD.

If it is the spysheriff program wanting you to download it, its a ***** to get rid of. I go to alot of warez sites and got the same thing it kept opening as home page in my browser and everything. Spybot, and running AVG antivirus will get rid of it, but it will take several attempts.
