I'm trying to think why you want a cell #, to a cell who's owner won't just give it to you.
All I can come up with is that you're a very creepy stalker, who's also cheap.

What do you need it for? My momma always told me there is nothing free in America. I don't know of a way to trace or get a cell # but I usually use Yellowpages.com or Whitepages.com when I am looking for something or someone. Maybe you can reverse the address if you have it.

well chances are it is not being given out for free to just anyone for a reason. Why don't you just ask the person for it?
