I can't tell by your name and lack of avatar if you're male or female, so I can't tell you exactly how to do it. What I can tell you, however, is we did this the one year with one of my patients at a Halloween dance, so it does look awesome when all is said and done.
If you're female, you can get away with wearing pantyhose and a pair of short shorts. Cut out leg holes in a lawn-sized trash bag. Use the ties on the top the create something like sleeves. Stuff the bag as needed to get the round shape you desire - use newspaper, pillows, whatever you feel most comfortable stuffing with. Best to have someone help you to gauge how "round" you're getting and where you need extra stuffing. Then you can take cds like the other person suggested (they work really well - use a hot glue gun to secure them to the bag) and tape/glue aluminum foil in the exposed areas.
If you're a guy, start with a pair of khakis (no offense, but no one likes to see near-naked legs on a dude), and do all of the above.
The downside is it'll be near impossible to set up this costume before hand, so be prepared to take about half an hour to an hour to put it together with a friend.
EDIT for one sexy biatch: I like the mirror pieces thing, too, but you'll run into a lot of problems with that. First, you'll have to break a lot of mirrors (that's lotsa bad luck) or find lots of broken mirrors to have enough pieces to cover you. Second, the pieces won't be a uniform shape - you'll have all sorts of shapes and sizes, and that's not really going to give you a good disco ball effect. The third problem is the biggest - real mirror pieces are going to be extremely sharp - you don't want to end up in an ER on Halloween. It's just not fun.
And hey, if you don't have the CDs saved up, you can pick up a pack or two of blank CDs fairly cheap at, like, Walmart or something.

Try a cylindrical shaped laundry basket. Cut a hole in it and place it over your head and add a sheet decked out with mirror chips...or plastic mirrored discs. It might help to spray paint the sheet gray or silver. Wear a gray or silver hat and gray tights. Not sure if this will work, but it is worth a try.
**Edit- many craft stores sell tiny mirrored discs that are smooth with no rough edges, or you can pick up the kind that are silver plastic at most craft stores too. Good Luck!

buy a round ball and get all your old Cd's you've received in the mail and super glue them to the ball. Use the shinier side. They should make a pretty good disco ball.

i like the idea of the person above me. much less work than what we were originally thinking. i still like the mirror pieces tho, and we havent been saving up the cd's!! guess we better start!

you could use tinfoil, but that really wouldn;t keep its shape, unless you wrapped it around something that would such as cardboard...good luck
