Every two years in the national elections. We make the decisions, unfortunately, lately we have had some uneducated voters casting their ballots based on only moral issues, instead of economic and national defense issues.

... Good question... I would like to think it is decided on by all levels of government.. but I am afraid in this Whitehouse.. there are only a few decision makers.. one of course is " the decider' Bush, Cheney the gun happy vice president and War Monger Rumsfeld..... Rice is just along to be the cutsey factor..

Energy policy: Dick Cheney's office.
Under-committing troops and other military mis-management: Rummy's office.
Tax cuts for his buddy's: Bushie's office.

Then the decisions go to our ****-on-a-boar Republican congress to be rubber stamped into law.
