Without ears mean without pinna?
The firm answer is "NO". Bcoz, ears act as the plane where incoming sound waves get reflected & enters into inner portion (this sound waves later propagate through middle-ear & internal-ear, then auditory nerves transfers this wave to central-nervous-system). If u miss to collect the sound wave (that is done by pinna/ears), then how will u do the further things?

if it is just the external ears, yes, they can hear, but not as well. If you are missing the working parts (inside your head) then all you will sense is vibration, just as with any other body part
