As in making the electronic stamp into a PDF or something instead of printing it out and e-mailing it to them so they have prepaid postage and can just mail it where they are.

Stamps are not applicable for use in email.

The only electonic way I can think of is you sending the amount through a payment service like Paypal and then they print the postage from the USPS website. I don't think you can pay for the postage yourself and the sender print it.
I have had people mail me stamps for small packages and envelopes to avoid sending cash in the mail. When I received them, I affixed them and mailed their items to them.
You could send an email to the USPS or ask at your local post office if it is possible to do it the way you want to.
