Spanish clay tiles - they lock with each other well. Long lasting, for at least 50 years. But expensive. There is a cut off point at which your question to yourself should be: how long do I plan to live in this house?
Otherwise, shingles are the best. Tin or other metal varieties are noisy in heavy rain. Shingles dampen the noise even from a heavy downpour.
For protection from hurricane and such, there is really no one kind of roof that will stand up to cat.3 or cat 4 (Katrina type) of hurricanes. This means the clay tiles are a waste of money. In such cases, nothing works best. You can't predict future about hurricanes, so stay with shingles as your best bet.

Not knowing what you define as "tropical" in any sense, I happen to live in Florida,,,which seems about as tropical as one can experience within the confines of the USA.
Here we have asphalt shingle/ tile/slate/steel/ as well as other types less popular or durable.
I've been in deeper tropical climes and witnessed thatched grass as roofing, old, likely pirated brand name signs as roofing, tarps as roofing.
Best is relative and subjective. Asphalt can last 30 years, in the best of conditions. Tile or slate can outlast the dwelling, Steel is as good, and can outlast a mortgage or an owner.
