What is the best website for looking up and IP address?

I am trying to track an IP address...trying to see if I can find exactly where a message came from. What is the best website to do this? Preferably free. I am looking for a basher of a friends child.

any of the above websites will work, but someone can mask their IP address just as easily as you can look it up.
