This IS the associative property.
Associatve property of addition:
A+(B+C)=(A+B)+C
commutative property of addition:
A+B=B+A
The associatve property of addition deals with grouping. the commutative property deals with order.
The answerers who said it was commutative are wrong. I'm surprised at how many said commutative. The commutative property for the above would have been:
(3+6)+2=2+(3+6)
Here we changed the order of the (3+6) and the 2.

I believe you are wrong, in that it is the Communitive property of addition!
I think they still come out to be the same answer, though. Yep, they do. Both equal 11.
