the song is from 1983, but it can also be heard in a new commercial for Kohls and Dashboard Confessional recently did a cover of it, here are the lyrics:

I think it's something to do with life particularly in Scotland, being a child & all that. The video featured a kid playing with trains & The band were on a railway line/tunnel & singer Stuart Adams was the driver. It showed mountains as well. All their songs were patriotic homeland peace-type songs.

I saw something on one of those VH1 80's things, that this was about their "homeland" the UK. Metaphorically, who knows what exactly they were talking about.
